Carriage Hills HOA Organization and Structure:  

The association is a non-profit corporation formed under the laws of the State of Michigan. It operates under the legal documents: Declaration of Covenants, Conditions and 
Restrictions, Articles of Incorporation, and By-laws (pdf files available on this website’s Documents link). These documents govern the following: maintenance of common areas, assessments, and meetings of the board of directors and membership. The Winter and Spring newsletters are another source of information provided to the homeowners 
regarding the association's current news and announcements for upcoming events. The annual budget is always included in the Winter newsletter and can also be found on the Documents page of this website. Lastly, the association occasionally uses the www.nextdoor.com website to make urgent announcements to the community.
 
Membership:  
Each "owner" of a lot in Carriage Hills, is automatically a member of the association and is entitled to one vote on association business at membership meetings, such electing homeowners to the board of directors. There are 987 homes in the Carriage Hills subdivision. Each lot owner/member is obligated to pay the annual association fee. The annual association fee invoice is mailed to all homeowners on or just before January 1 st of every year and the association fee is due by January 31 st . Although it is a rare occurrence, if the association fee is not paid by a homeowner, the association may place a lien on the home until the financial obligation is finally met.
 
Services Provided by the Association:  
  1. Maintenance of all common areas including the following four parks owned by the association: Paul Revere Park - Located East of Morton Taylor North Road in Sub 4.  Leeann Park - Located North of Hanford Road and West of Morton Taylor North Road in Sub 2.  Umberland Park - Adjacent to Leeann Park in Sub 2. Hanridge Park - Located South of Hanford Road and West of Sheldon North Road in Sub 5.  
  2. The specific details of what the association fee is used for can be found in the annual budget. The bulk of the association fee income is used to maintain the four parks and common areas, including insurance and taxes on these areas. The board of directors determines this budget every December and bases it on the upcoming year’s anticipated expenses. The association fee can only be used to pay for items the Declaration says the association is responsible for maintaining, and must include the cost of administration to ensure that these areas are maintained. 
  3. The Carriage Hills HOA also hires a licensed and insured contractor to provide snow removal for the streets in the community. The snow removal services should be paid for by Wayne County since the streets, technically, belong to Wayne County. However, the County has made it clear that they are not equipped to provide snow removal services and have given communities permission to hire contractors on their own. However, Carriage Hills does not have the right to use association fee income to pay for this much-needed service. Therefore, the annual invoice always includes a small, voluntary fee for snow removal. It is up to each homeowner to decide whether they wish to contribute to the snow removal services. Fortunately, 90% of the community members contributed to the snow removal fund in 2019. As the amount of homeowners that contribute to snow removal fund has increased in recent years, the quality of the contracted services has also increased accordingly. Snow removal concerns should always be emailed to lynn@mccormickcommunitymanagement.com or by calling 734-392-7790.

Garage Sale
Each year Carriage Hills holds two sub-wide garage sales where you can sale things from your home. There is a spring and late summer sale each year. 

Ice Cream Social
Each summer we have an Ice Cream social where you can meet your neighbors and listen to some music while cooling off with some ice cream. 


Monthly Meetings
The association board meets the first Thursday of each month at the Canton Township Hall, Room D.  In June, July and August the meetings are held in the parks, Meetings start at 7 PM.

Monthly Meetings:
Monthly meetings are held in the Canton Township Office, which shares the same building with the Police Department. Carriage Hills Homeowner meetings are the first Thursday of each month at 7 PM. Summer meetings are held in the parks: June @ Paul Revere Park: July @ Leeann Park: August @ Hanridge Park. December meeting @ Chamber of Commerce on Hanford Rd.
